Three years after he was first fired reporting fraud at the hospital where he worked, Joe Hunter literally "hooked" a body while fishing. Over the next two months, six other people are shot along the river and everyone fears a serial killer is on the loose. Because he is a friend of the chief investigator on the case and of his experience as an intelligence analyst in the Air Force Joe is asked to help in the investigation.
