Inhaltsangabe:Einleitung: Am 19. Januar 1961 trafen sich, anläßlich seines letzten Regierungstags, der damalige US Präsident Dwight D. Eisenhower mit dem designierten Präsident John F. Kennedy und ihren jeweiligen Stäben, um der künftigen Regierung die vordringlichsten Probleme darzulegen, denen sie gegenüberstehen würden. Auch der herannahende Vietnam-Konflikt wurde angesprochen. In seinem Buch ?Vietnam ? Das Trauma einer Weltmacht? schrieb Robert S. McNamara, US-Verteidigungsminister der Jahre 1961 bis 1968 und anschließend Präsident der Weltbank, anläßlich des Vietnam Desasters der USA: ?Das Treffen veranschaulicht eine Schwäche unserer Regierungsform ? das Fehlen einer wirksamen Möglichkeit, Wissen und Erfahrungen der einen Regierung an die nächste weiterzugeben ? und zeigt den hohen Preis, den wir dafür zahlen. (...) John Locke hatte recht, als er schrieb: Bei keinem Menschen kann das Wissen seine Erfahrung übersteigen?. McNamara bemängelt, daß keine genaue Information der neuen Regierung stattfand, das Personal für seine Aufgabe nicht ausreichend ausgebildet und von den Vorgängern nicht vernünftig eingewiesen wurde, das vorhandene Wissen nicht auf adäquate Weise vermittelt und weitergegeben wurde und vorhandene Erfahrungen nicht geteilt worden sind. Die neue Regierung mußte sich mittels neu zu rekrutierender Informanten und Experten ein eigenes, neues Bild der Region verschaffen, wertvolle Zeit die Situation noch zu retten, ging verloren. Selbstverständlich existierte der Gedanke, Wissen zu systematisieren und zu nutzen, bereits lange vor dem Begriff Wissensmanagement. Auch ohne moderne Technologien wurde Wissen von den Älteren an die nächste Generation weitergegeben oder über Versammlungen in Dörfern und Städten kommuniziert. Die Erfahrungen von McNamara lehren uns jedoch, daß die verbale, punktuelle Kommunikation nicht immer ausreichend sein kann um Wissens- und Erfahrungslücken zu kompensieren. Wären zur damaligen Zeit auf regierungsübergreifender Ebene Dokumentationen z.B. aus Manöverkritik-Sitzungen verfügbar gewesen, wie sie die NASA in ihren Lessons Learned Information System für zugriffsberechtigte Personen zur Verfügung stellt, hätten Entscheidungs- und Prozeßbeschreibungen, die Wahrscheinlichkeit von Erfolgen erhöht sowie die Vermeidung von Fehlern und Mißerfolgen unterstützt.
