Werkstätten für behinderte Menschen (WfbM) erscheinen, bei oberflächlicher Betrachtung, hinsichtlich ihrer Zielsetzung nicht eindeutig, verfolgen sie doch sowohl rehabilitative als auch erwerbswirtschaftliche Ziele. Solange die einzelne WfbM für sich nicht klärt, in welcher Beziehung diese beiden Zielbereiche zueinander stehen, besteht die Gefahr eines Zielkonfliktes, der ein Management erschwert und den Erfolg beeinträchtigt. Trotz bundeseinheitlicher Rechtsgrundlagen gehen die tatsächlichen Finanzierungsgrundlagen und Leistungen der WfbM weit auseinander.
