UN peace operations represent intermediate international public goods that yield a number of positive externalities – such as peace and security, enhanced international stability and respect for human rights. The potential benefits that can be derived from these operations critically depend on how the international community decides to finance them. Despite the fact that the financing of UN peace operations is a crucial component of their production path, there have been surprisingly few attempts to examine whether and how the UN has adjusted the international public financing system underlying the provision of its operations to the complex tasks the organization is required to undertake. This book provides an analysis of the several existing international financing mechanisms and tools created by the UN to help foster better allocation to its operations. It summarizes important UN internal reform processes related to their use and offers policy recommendations for a more integrated and innovative financing approach to UN peace operations as international public goods. Alexander Kocks, geboren 1979 in Mülheim an der Ruhr, ist alleinerziehender Vater und Prozessbetreuer in einer Genossenschaftsbank. Politisch aktiv bei den Freien Wählern, beschäftigt er sich auch künstlerisch mit Upcycling. Die Inspiration für sein Buch stammt aus Serien und Filmen des Heist-Genres.

Weder die etablierten Theorien der Internationalen Beziehungen noch gängige Außenpolitiktheorien können zufriedenstellend erklären, warum sich Staaten an militärischen Auslandseinsätzen beteiligen und was dabei das konkrete Ausmaß ihrer Unterstützung bestimmt. Der Autor schließt diese Lücke unter Rückgriff auf die Theorie öffentlicher Güter. Am Beispiel Deutschlands zeigt er auf, dass die Unterstützung von Auslandseinsätzen durch die Produktion privater (länderspezifischer) Güter wie einer guten Reputation als Bündnispartner motiviert ist und dabei eine Unterstützungshöhe gewählt wird, die den höchsten privaten Nutzen erwarten lässt. Erst die Aussicht auf die Produktion privater Güter schafft einen Anreiz zur Einsatzbeteiligung, weil sich der private Nutzen nicht durch Trittbrettfahren maximieren lässt. Die Realisierung der humanitären Einsatzziele in Form der Bereitstellung öffentlicher Güter wie dem Schutz der Menschenrechte wird damit zu einem Nebenprodukt der Erzeugung privater Güter.
