Der Verfasser untersucht, ob das steuerrechtliche Instrumentarium Erkenntnisse zu wirtschaftskriminellen Straftaten liefern kann. Er beginnt mit der These Hassemers, die besagt, dass vor weiteren Eingriffen in die Freiheitsrechte andere Rechtsgebiete, wie das Steuerrecht, für die Sicherheitspolitik genutzt werden sollten. Der Autor stellt fest, dass die Kompetenzverteilung zwischen Staatsanwaltschaft und Finanzbehörden klar ist, jedoch die Zusammenarbeit oft an den Selbstverständnissen und Zuständigkeiten der Behörden scheitert. Das im Detail analysierte Instrumentarium des Steuerrechts, das der Finanzverwaltung zur Kontrolle und Verfolgung steuerlich relevanter Vorfälle dient, bringt keinen Erkenntnisgewinn in Bezug auf wirtschaftskriminelle Straftaten, da es auf die Aufgaben der Finanzbehörde zur Sicherung des staatlichen Steueranspruchs zugeschnitten ist. Der Autor schlussfolgert, dass trotz der umfassenden Befugnisse der Finanzbehörden nicht erwartet werden kann, dass sie einen entscheidenden Beitrag zur Bekämpfung von (Wirtschafts-)Kriminalität leisten.
