Komentář podává podrobný výklad jednotlivých ustanovení nového kontrolního řádu, a to jak pokud jde o samotný obsah těchto ustanovení, tak pokud jde o jejich vztahy k dalším součástem právního řádu, které s právní úpravou kontroly nějak souvisejí či se jí dotýkají. Tam, kde je to možné, navazuje výklad podávaný k jednotlivým ustanovením na zkušenosti s aplikací předchozího zákona o státní kontrole a porovnává předchozí a stávající úpravu. V těchto případech komentář rovněž odkazuje na soudní judikaturu k předchozím právní úpravě, neboť k novému zákonu se dosud judikatura nestihla vytvořit.
