Sir Michael Dummett se v knize srozumitelnou formou vyrovnává s typickými argumenty odpůrců imigrace (uprchlíci jako kulturní a ekonomická hrozba, přelidnění atd.) a nabízí přístup založený na povinnosti státu pomáhat druhým v nouzi, právu na útočiště a zachování lidské důstojnosti potřebných. Byť Dummett neupírá státům právo odmítat cizince, ukazuje na konkrétních příkladech, že uplatnění tohoto práva je často motivováno rasismem a xenofobií a že mnohdy porušuje Ženevskou úmluvu o uprchlících.
