Druhá část série Správci počasí. I v této knize se setkáváme se Strážkyní počasí Joannou, která stejně jako její kolegové má zvláštní dar předvídat a dokonce i kontrolovat klimatické změny. Asociací Správců je obviněna z korupce a vraždy a odsouzena. Skrze vlastní smrt vstupuje do nové formy života, aby očistila své jméno od křivého nařčení a také pomohla ostatním Strážcům získat svobodu a vymanit se z otrocké závislosti na Asociaci.

Píše se rok 2002, na Zemi mezi lidmi žijí tři druhy Správců: Správci Počasí (ovládají vodu a vzduch), Správci Země (odvracejí celoplanetární katastrofy), Správci Ohně (potlačují sklony planety spálit vše na popel). Všichni se sdružují v Asociaci správců, v jejímž čele stojí Světová rada. Joane Baldwinová je mladá, atraktivní dívka, která pracuje na Floridě jako Správkyně počasí. Seznamujeme se s ní při její cestě za přítelem, Lewisem Orwelem, který jako jeden z mála je nadán výjimečnou mocí - je schopen ovládat všechny živly. Joanu pronásleduje Komando, které má vykonat akt spravedlnosti, přivést ji před soud za vraždu státního Správce Floridy - Boba Biringhama. Postupně se dozvídáme o tom, jak se Joane stala Správkyní, jak došlo k vraždě Zlého Boba a seznamujeme se s Joaninými přáteli i nepřáteli, i s důvody, proč se rozhodla vyhledat Lewise.
