De hbo-verpleegkundige wordt geacht maatregelen te bedenken die kunnen worden omgezet in verpleegbeleid. Daarnaast moet ze haar bijdrage kunnen leveren aan de verpleegkundige component van zorgprogramma's en kunnen participeren in het ontwerpen van kwaliteitszorg op afdelingsniveau.
