Německá demokratická republika (NDR) byla ustavena v říjnu 1949. V listopadu 1989, měsíc po oslavách čtyřicátého výročí jejího založení, padla berlínská zeď, což předznamenalo i zánik tohoto státu na hliněných nohách. Hermann Weber, emeritní profesor politologie a moderních dějin na Mannheimské univerzitě, v knize poutavým způsobem líčí dějiny NDR od jejích počátků až k "hořkému" konci. Ukazuje, že vývoj tohoto státu prošel dvěma zcela odlišnými fázemi. Do roku 1961 určovaly jeho politiku ideologické normy a programové cíle: mocenské struktury a celá společnost se transformovaly podle sovětského vzoru. Potom politiku čím dál silněji ovlivňovaly společenská i politická realita a rozpor mezi modernější průmyslovou společností a zastaralými "metodami řízení". Nakonec byl i východoněmecký diktátorský režim vtažen do víru vyvolaného politickými změnami v okolních zemích východního blok, gorbačovskou perestrojkou zabředl do existenciální krize a ukázal se jako nereformovatelný.
