Pamela Conn Beall se narodila v Omaze v Nebrasce a vyrůstala v Klamath Falls v Oregonu. Hudba hrála v jejím dětství významnou roli, studovala zpěv, klavír a kytaru a zpívala v mnoha sborech. Po absolvování Oregon State University, kde získala titul bakalář umění v oboru hudba s vedlejším oborem vzdělávání, se stala učitelkou hudby na základní škole v oblasti Portlandu. Zpívala také s Norman Leyden Singers a Portland Symphonic Choir. Její tvorba je ovlivněna hlubokým porozuměním hudbě a vzdělávání.
