In the eighteenth installment of Cherryh's Foreigner series, Alpha Station has taken in five thousand human refugees from a destroyed station, leading to a critical need for relocation. The refugees must be moved to the island of Mospheira, reserved for humans, rather than the atevi mainland. Tabini-aiji, the atevi political leader, assigns his human diplomat, Bren Cameron, to negotiate with Mospheira's government. The Mospheirans are reluctant to welcome these immigrants, as they broke from this political faction two centuries ago. Over the years, Bren has become deeply integrated into the atevi world, now an atevi lord with his own estate and bodyguards. He has developed a close relationship with Tabini's young son, Cajieri, who is the first atevi child to grow up around a human. Tabini orders Bren to return to Mospheira, where he must inform the president that the island must accept the refugees, as there are no other options. Among the refugees are three children who have formed a bond with Cajieri, creating a lifelong loyalty. Meanwhile, Cajieri is sent to visit his uncle Tatiseigi, a political move that also serves as a vacation. However, Tatiseigi's neighbors have their own agenda, using Cajieri's visit as a pretext to settle an old feud.
