Ti všichni na stránkách Velkého teroru nacházejí srozumitelně formulované odpovědi na otázky týkající se jedné z tragických kapitol minulého století. Největší klad knihy spočívá v komplexnosti, s níž Conquest pojal problematiku represí v Sovětském svazu třicátých let minulého století. Neomezil se pouze na známé oběti represivních kampaní, ale represe a státní teror vztáhl k fungování sovětského systému jako celku. Conquestovo pojmenování či přejmenování řady obecných pojmů a teorií bylo v šedesátých letech (v době 1. vydání knihy) zcela novátorské. Conquest byl prvním historikem, který uchopil represe daného období jako celek postihující a deformující všechny složky společnosti. Tento celek označil dnes běžně používaným termínem „velký teror“. Některými skupinami badatelů a veřejnosti byly jeho definice označovány za provokativní či doslova za skandální a ostře odmítány.
