With the president's backing from a secret White House department known as The Basement, Blake is authorized to eliminate Fox as he sees fit. As Blake embarks on his quest for vengeance, the narrative unfolds into an international battle between justice and crime, with Blake strategically undermining Fox's business operations. However, Fox proves to be a formidable opponent, countering Blake's every move. While the clash between these powerful figures is intriguing, Higgins struggles to breathe life into his characters, resulting in a story that feels somewhat clichéd. The heroes and villains echo classic James Bond archetypes, complete with brandy, luxury suits, and grandiose schemes. Though it offers a nostalgic nod to early Cold War thrillers, it ultimately doesn't reach the heights of Higgins's earlier works like The Eagle Has Landed.
