Neben der Legitimität politischer Systeme und Ordnungen wird auch Legitimation betrachtet, d.h., die Prozesse, in denen Legitimität erlangt oder mit denen sie erzeugt wird. In Debate with Kari Palonen is a collection of 48 essays written by scholars from a great variety of research fields. All essays discuss the scientific contributions of the Finnish political scientist Kari Palonen, from his views on political thought to the understanding of conceptual change and the study of politics as an activity. The essays critically engage with Palonen's arguments and explore their implications in the diverse domains of the social sciences and humanities. The first section of the book raises theoretical questions about the relationship between political theory and conceptual history, as well as the extension of the latter to other disciplines. The second section looks at past and contemporary political institutions, processes and constellations through the lenses of Palonen´s oeuvre and thought. Here, particular emphasis is placed on politics as a concept and as an activity. The third section discusses the idea of plural histories, contingencies and intellectual engagements. This includes reflections situating Palonen within wider debates in the social sciences and humanities as well as identifying shifts in his work as it has developed. Können nationale Europadiskurse europäische Identität erzeugen und damit zur Demokratisierung der EU beitragen? Aufbauend auf einer ausführlichen vergleichenden Untersuchung nationaler Europadiskurse sowie der politischen Systeme und Kulturen Deutschlands und Frankreichs liefert der Band zahlreiche Ergebnisse sowie weiterführende Hypothesen und Modelle zu dieser Frage. Im ersten Teil werden die Rolle europäischer Identität für die Demokratisierung der EU und verschiedene Theorien zu europäischer Identität diskutiert; darauf aufbauend wird das vergleichende diskursanalytische Untersuchungsdesign entwickelt. Den Kern der Arbeit bildet dann die vergleichende Untersuchung a) der Diskurse zur Ratifizierung des EU-Verfassungsvertrages, die in beiden Staaten im Frühjahr 2005 stattfand, und b) ihrer jeweiligen nationalen Kontexte, nämlich der politischen Systeme, politischen Parteien, Einstellungen der Bürger, nationalen Identitätskonzepte und vorherigen Europadiskurse.

This book presents an alternative view to implicit and explicit assumptions on the relation between Parliament and Europe in contemporary Europe. It is common to assume European integration to diminish the influence of national parliaments, and the European Parliament not to possess sufficient competencies. Alternatively, this volume rather aims at demonstrating that the relation between Parliament and Europe is a dynamic one in several respects and that it is shaped crucially by political rhetoric, the parliamentary style of politics being based on “government by speaking” (Macaulay) . The books starting point is to take Parliament and Europe as political concepts which are currently objects of change and struggle. “A new world requires a new science of politics” − Alexis de Tocqueville’s famous words from 1835 can also be applied to the new world of the European Union. Departing from this idea, the book aims at enabling a dynamic view on the relationship between Parliament and Europe by rendering the conceptual and political struggles as well as the dynamic and changing interrelations between Parliaments and Europe more visible and accessible.

Lokales Regieren verändert sich – und dabei haben Politikinnovationen eine zentrale Rolle. Die vorliegende Studie thematisiert zunächst die Theorieentwicklung um diese Veränderungen, sowie die Herausforderungen im Bereich der lokalen Beschäftigungs- und Sozialpolitik, an denen Politikinnovationen ansetzen müssen. Dann werden die Ergebnisse der Untersuchung eines lokalen EU-Modellprojekts vorgestellt, das mit einem Multi-Methodendesign evaluiert wurde. Das „Interkulturelle Zentrum JobKomm“ stellte in mehrfacher Hinsicht eine Politikinnovation im lokalen Regieren dar: Es hatte zum Ziel, mit innovativen Vorgehensweisen Beschäftigung und Qualifizierung sozialraumbezogen zu fördern und dabei zusätzlich zwei Querschnittsziele zu erreichen, Gender Mainstreaming und Antidiskriminierung. Die Studie enthält umfangreiche empirische Ergebnisse zum Projektverlauf und zur Zielerreichung. Darüber hinaus werden Theorie, Methodik und Kriterienentwicklung der wissenschaftlichen Evaluation detailliert dargestellt und eine Reihe von Politikempfehlungen für zentrale Bereiche lokalen Regierens in der Sozialpolitik gegeben.

Die leitende Frage dieses Buches ist: Welche Schlussfolgerungen lassen sich aus der Entwicklung von Bürgerschaft in der EU für die Demokratisierung der EU und die zukünftige Demokratiequalität der EU ziehen? In der Untersuchung werden zunächst normative, methodologische und empirische Aspekte der Entwicklung eines Demos in der EU diskutiert. Anschließend wird die bisherige Entwicklung der EU-Bürgerschaft analysiert und vergleichend zu der in Deutschland und Frankreich betrachtet. Dabei zeigt sich eine Schlüsselfrage für die Demokratiequalität der EU: Inwieweit sind rechtliche und aktivbürgerschaftliche Entwicklungen aufeinander bezogen?
