This study investigates the Executive Mayoral System in the Nelson Mandela Metropolitan Municipality, arguing that it can improve decision-making and policy processes. It explores challenges in developmental local government and aims to enhance socio-economic development and service delivery, while also addressing staff capacity building, particularly for the Executive Mayor.
