Norway is a high-service country with a wide range of community services. In the public opinion the welfare state is the prime source of care for elderly, supported by the family. Norwegian families provide practical as well personal care, however slightly less than in countries with a more family dominated care system. The total level of help is high, however. Family carers are important both in care giving and care administration. To secure individualised user-oriented services, the family perspective and co-operation between the informal and formal care systems are of uttermost importance.
