Strategy paper for enhancing reciprocity in EU-China science & technology cooperation

Europe and China share a strategic interest in enhancing scientific output and technological innovation, particularly in addressing global challenges. The long-standing cooperation in Science and Technology (S&T) between the European Union (EU) and China has yielded positive results and holds significant future potential. However, policymakers face the challenge of establishing a collaboration framework that meets both sides' expectations. Chinese partners have participated extensively in the EU's research framework programmes, including FP7, fostering strong collaboration in natural sciences, engineering, and social sciences. To improve reciprocity and European access to Chinese funding, the ChinaAccess4EU project has explored Chinese programmes available for European participation, sharing findings and best practices through various dissemination events in Europe and China over the past few years. This Strategy Paper summarizes the main project findings and offers specific recommendations to enhance S&T collaboration. While primarily aimed at EU policymakers, it also provides practical advice beneficial for EU researchers seeking partnerships with Chinese organizations, as well as for Chinese policymakers and researchers looking to foster mutual cooperation.
