E-learning, a complex process involving various groups with distinct roles, necessitates tailored quality management and corresponding evaluation methods. Dr. Tudevdagva introduces a novel evaluation approach that eliminates the need for weight factors typical of linear evaluation methods, allowing for the logical goal structure of e-learning to be integrated into the evaluation process. Utilizing general measure theory, she derives structure-oriented score calculation rules that align with normalized measures. These rules facilitate the structure-oriented calculation of empirical evaluation scores from checklist data, enabling a description of the quality achieved in reaching e-learning goals. Furthermore, this approach allows for a consistent evaluation of embedded partial processes within e-learning. The score calculation rules are part of an eight-step evaluation model illustrated with pilot samples. Tudevdagva’s structure-oriented evaluation model (SURE model) is universally applicable, extending to the evaluation of efficiency in administrative or organizational processes.
