This book delves into the activism of organized networks of civil society actors, referred to as “interlocutory coalitions,” in promoting more democratic supranational governance. It assesses their influence on the convergence of administrative governance principles across European and other supranational legal systems. Two main controversial aspects are explored: first, the convergence of administrative rules across different regulatory systems. Traditionally, the spread of administrative governance methods has been analyzed through interactions between domestic and supranational arenas, yet empirical evidence on supranational interactions remains inadequate. The second aspect examines the role of civil society actors at the supranational level. The book discusses the relationships between European administrative law and the principles of other supranational regulatory bodies, including the World Bank, IMF, WTO, UN, OECD, Asian Development Bank, and the Council of Europe. It highlights the often-overlooked role of organized civil society networks, such as NGOs, think tanks, and universities, in shaping global administrative law. These coalitions are portrayed as key drivers of harmonized participatory democracy principles. However, tensions within these coalitions, such as governability and competition, may hinder their effectiveness in redefining individuals' rights and responsibilities in the global context.
