E-government and its link to administrative reforms are seen as crucial for e-democracy and e-participation, yet remain underexplored. This book investigates the potential of e-government through a pilot study in Germany and Vietnam, despite the stark differences in their political systems. The results from the German-Vietnamese working group are surprising, revealing disappointing findings regarding e-government and service quality in both countries. Questions arise about the actual benefits for citizens. In Germany, skepticism prevails about e-government's role in enhancing political participation and deliberation. Conversely, the Vietnamese perspective is more optimistic, viewing e-democracy, e-participation, and efforts against environmental pollution and corruption as promising. This disparity may stem from the significant developmental leap Vietnam has made through information and communications technology compared to Germany. The study highlights the contrasting views on e-government's effectiveness and its implications for citizen engagement in both nations, emphasizing the need for further investigation into its role in fostering democratic processes and administrative efficiency.
