This study explains how quality of life indicators can be implemented as part of a comprehensive concept of strategic management, and as a result help to strengthen the long-term viability and effectiveness of local government.The quality of life program requires participation and cooperation of all mayor, council members, administrative staff, and citizens. Through involvement in the strategic management process, stakeholders become "owners" of their city's vision and targets , as well as owners, of the concept of quality of life indicators.
