Focusing on the dynamic nature of neoliberal welfare reform in New Zealand, this ethnography examines how various actors, including policy elites, providers, and recipients, interact with policies shaped by their unique resources and knowledge. Utilizing frameworks of policy-translation and assemblage, it positions policy as both a cultural artifact and a battleground for power dynamics. The work challenges conventional views of policy as merely technical, highlighting its transformative and reproductive qualities through diverse engagements.
