Focusing on the concept of inclusive citizen participation, this study explores its role in local government finance and budgeting in Zambia, particularly since the introduction of participatory budgeting in 2009. It highlights the lack of engagement from ordinary citizens in these processes, which is crucial for local democracy and development. The research argues for the establishment and effective use of local participatory processes and forums to enhance civic involvement and improve outcomes in local governance.
