Focusing on the participation of national minorities in decision-making, this publication compiles discussions from the UniDem Seminar held in Zagreb in May 2007. It explores whether constitutional frameworks can facilitate minority involvement and examines the role of international standards in shaping national policies. The challenges of employing cultural autonomy to enhance minority participation are also addressed. The seminar, organized by the European Commission for Democracy through law, involved various esteemed institutions and aimed to provide insights into these critical issues.
