Das Öffentlichkeitsdefizit gilt als Kern eines strukturellen Demokratiedefizits der Europäischen Union. Viele Beobachter bezweifeln, dass eine lebendige politische Öffentlichkeit im vielsprachigen Raum Europas vorstellbar sei und glauben, die EU-Bürger redeten chronisch „aneinander vorbei“. Dahinter steht die Annahme, die Voraussetzungen politischer Kommunikation seien jenseits des Nationalstaats schlichtweg nicht gegeben. Diese hermeneutische Prämisse ist jedoch falsch. Politische Massenkommunikation in der Europäischen Union ist nicht nur möglich, sondern bereits recht weit entwickelt und weder eine gemeinsame Sprache, noch transnationale europäische Medien sind hierfür unerlässlich.
