Exploring the complex interplay between nationalization and internationalization, this study focuses on Albanian higher education as a key institution for nation-building. It examines how global transformations and foreign policy influence the international aspects of higher education, analyzing the dynamics among the state, universities, and cultural elites. Utilizing causal mechanisms as a framework, the research investigates various policy areas, including governance and academic mobility, through interdisciplinary methods rooted in transnational education history and comparative analysis.
