The demand for energy and resources will continue to rise. China’s cities will increasingly contribute to global warming and the depletion of the environment. The crucial question is: Can urban development in China become sustainable?

Marco Keiner has been senior researcher and head of the Sustainability Research Group of the Institute for Spatial and Landscape Planning at the Swiss Federal Institute of Technology from 2000–2007. Main fields of interest: sustainable urban and rural development in Switzerland, Europe and developing countries, and planning methods (controlling, scenarios). Keiner is author, editor and coeditor of several books, among others ‘Managing Urban Futures’ (2004) and ‘The Future of Sustainability’ (2006).

This book explores the future of mankind through the lens of Sustainable Development, featuring insights from prominent thinkers like Herman E. Daly and Mikhail Gorbachev. It emphasizes the need for communities and corporations to adopt meaningful practices to ensure that Sustainable Development becomes a reality, not just a concept.

Die nachhaltige Entwicklung des Raumes ist ein zentrales Anliegen, doch zahlreiche Beispiele belegen die unnachhaltige räumliche Entwicklung. Diese Diskrepanz erfordert neue Führungs- und Steuerungsinstrumente in der Raumplanung. Der Autor präsentiert ein Controlling-Konzept für die Raumordnung, das am IRL-Institut für die schweizerischen Kantone entwickelt wurde. Anhand von Fallbeispielen wird die Übertragbarkeit des Verfahrens auf die Regionalplanung in Österreich und Deutschland demonstriert. Das Controlling von raumordnerischen Plänen ermöglicht es den Planungsträgern, regelmäßig zu überprüfen, ob die Entwicklung in die gewünschte Richtung verläuft oder davon abweicht. Indikatoren, die aus dem Zielsystem des Plans abgeleitet werden, dienen als Beurteilungsgrößen. Durch den Einsatz von Controlling im Planungsprozess wird die Reaktionsfähigkeit auf problematische Entwicklungen verbessert und die Transparenz in den Mitwirkungsverfahren erhöht. Der Verfasser bietet praxisnahe Vorschläge zur Einführung des Controllings in der Regionalplanung und hinterfragt konstruktiv das Paradigma der nachhaltigen Entwicklung. Zudem skizziert er eine philosophisch und ethisch fundierte „evolutionsfähige Raumentwicklung“, die Umweltaspekte und die Verantwortung gegenüber zukünftigen Generationen stärker betont als der oft missbrauchte Begriff der Nachhaltigkeit.
