Institutionelle Landschaftsregime

Landschaft ist eine immaterielle Ressource, die prinzipiell nicht von denselben Akteuren genutzt wird, die die jeweiligen Basisressourcen wie Boden, Wasser usw. nutzen. Landschaftskonflikte lassen sich daher nur lösen, wenn sich die beteiligten Akteure darüber einigen, wie die vorbestandenen Eigentums- und Nutzungsrechte sowie -ansprüche zu lesen sind. Die Autoren zeigen, dass Landschaftsvermittler wie Verkehrsvereine, Ferienorganisatoren oder Naturschutzorganisationen oft das Zünglein an der Waage spielen, wenn es darum geht, Eigentümer von Basisressourcen von Beeinträchtigungen abzuhalten. Landscape is an immaterial resource generally used by actors other than those that depend directly on its fundamental resources such as soil, water and forests. Landscape conflicts can be solved only if the actors involved reach an agreement regarding the interpretation of use rights to the landscape. The authors demonstrate that landscape facilitators, including tourist information offices, tour operators and nature conservation organisations, often play a decisive role in preventing the owners of basic resources from impairing landscape.
