How to put democracy at the heart of AI governance. Artificial intelligence and machine learning are reshaping our world, influencing decisions in policing, judicial systems, welfare agencies, and social media. These powerful prediction tools are altering decision-making processes, limiting opportunities for judgment, empathy, and creativity. In this work, the narrative shifts from the impact of technology on democracy to placing democracy at the core of AI governance. Drawing on his background as a research fellow at Harvard, a visiting research scientist on Facebook’s Responsible AI team, and a policy advisor to the UK’s Labour Party, the author delves into predictive technologies, providing an accessible overview of their workings, significance, and the regulation of institutions that develop and utilize them. He emphasizes that human choices in designing and employing these tools significantly shape their outcomes. By viewing predictive technologies through the lens of political theory, new insights emerge on how democracies should manage political decisions made beyond traditional representative politics. The author connects technology regulation with democratic reform, urging a move beyond standard AI ethics discussions to confront essential moral and political questions about technology governance and its role in supporting democracy's flourishing.
