" ... 'Southern Colorado' will mean the area south of the Arkansas River at Pueblo, to the New Mexico border, then all of the country south and east of Pueblo to the Kansas and Oklahoma borders. The Spanish Peaks and San Luis Valley will make up the western border of this work.
