Buchanan, profesor ekonomie na George Mason University a zakladatel Centra pro studium veřejné volby, získal mezinárodní uznání a Nobelovu cenu za ekonomii za svou průkopnickou práci v oblasti teorie veřejné volby. Tato kniha je považována za jeho největší přínos teorii veřejné ekonomie.
