International journalist Paul Cane is dispatched to Iraq in early 2003 by a US magazine to report on the unfolding situation. He unwittingly becomes entangled in British and American political intrigues when he agrees to act as an unofficial agent to verify the existence of weapons of mass destruction. In the UK, Cane investigates the mysterious deaths of two biochemists, one a former UN weapons inspector, along with the theft of a deadly anthrax virus from Porton Down. Meanwhile, an MI6 agent goes missing in Israel while probing the sale of Russian-made atomic bombs believed to be headed for Iraq. The seller, connected to the Russian President, harbors a secret that threatens the integrity of the British Prime Minister and the leaders of the US and Russia. He flees to Australia, pursued by agents from both countries. An extreme right-wing faction in Washington conspires to replace the US President to escalate the Iraq War. A mole within the UK Counter-Terrorist Group exposes Cane's true mission to the Iraqis, compelling him to seek an escape. Unexpected allies assist him along the way. Will Cane uncover weapons of mass destruction? What became of the stolen anthrax? What is the Russian's secret? Why is there a plot against the US President? Who aids Cane's escape?
