This paper addresses the gap in scholarship on protecting democracy from rising autocratization since 1989. It proposes a conceptual theory of democracy promotion that includes both support and protection, integrating international relations and comparative politics. Additionally, it outlines six phases of regime change to identify effective strategies for each phase.
